Section 1. Name

This organization shall be known as the University Student Council (USC) of the Bulacan Agricultural State College.

Section 2. Vision

A dynamic and empowered student council leading in the promotion of academic excellence, student welfare, and social responsibility.

Section 3. Mission

To serve as the voice of the student body, advocate for student rights and welfare, and promote leadership development through effective representation and meaningful programs.

Section 4. Objectives

• To represent and protect the rights and interests of the student body
• To promote academic excellence and professional development
• To foster leadership skills and civic responsibility
• To organize and implement programs that benefit the student community
• To maintain effective communication between the administration and students

Section 1. General Membership

All bona fide students of Bulacan Agricultural State College who are currently enrolled shall automatically be members of the student body represented by the USC.

Section 2. Rights of Members

• Right to vote in USC elections
• Right to run for USC positions, subject to qualifications
• Right to participate in USC activities and programs
• Right to voice concerns and suggestions through proper channels

Section 3. Responsibilities of Members

• Comply with USC Constitution and by-laws
• Participate actively in USC activities
• Support USC initiatives and programs
• Maintain good academic standing

Section 1. Student Rights

• Right to quality education
• Right to due process
• Right to organize and join student organizations
• Right to freedom of expression
• Right to access student services and facilities
• Right to representation in university committees

Section 2. Student Responsibilities

• Maintain academic integrity and excellence
• Respect university policies and regulations
• Participate in student activities and programs
• Protect and preserve university property
• Promote the welfare of the student body

Section 3. Exercise of Rights

The exercise of student rights shall be subject to university policies and existing laws. These rights shall be exercised with responsibility and with due regard for the rights of others.

Section 1. Executive Board

The Executive Board shall be composed of the following officers:

• President
• Vice President
• Secretary
• Treasurer
• Auditor
• Public Relations Officer

Section 2. College Representatives

Each college shall have two (2) representatives to be elected by their respective constituents.

Section 3. Standing Committees

• Academic Affairs Committee
• Student Welfare Committee
• Sports and Cultural Affairs Committee
• Public Relations Committee
• Finance Committee

Section 4. Terms of Office

All elected officers shall serve for one (1) academic year, unless sooner removed for cause.

Section 1. The President

• Serve as the chief executive officer of the USC
• Represent the student body in university functions
• Preside over meetings of the Executive Board
• Implement approved resolutions and programs
• Create special committees when necessary

Section 2. The Vice President

• Assist the President in all functions
• Assume the presidency in case of vacancy
• Oversee the operations of all committees
• Perform other duties as assigned by the President

Section 3. The Secretary

• Keep records of all meetings and proceedings
• Maintain USC documents and correspondence
• Issue notices of meetings and activities
• Prepare reports as required

Section 4. The Treasurer

• Manage USC funds and financial records
• Prepare and present financial reports
• Process disbursements and collections
• Assist in budget preparation

Section 5. The Auditor

• Examine financial records and transactions
• Ensure compliance with financial policies
• Prepare audit reports

Section 6. The Public Relations Officer

• Manage USC's public relations and communications
• Coordinate publicity for USC activities
• Maintain USC's social media presence

Section 1. Election Period

Regular elections shall be held annually during the second semester of each academic year, with specific dates to be determined by the Commission on Elections (COMELEC).

Section 2. Qualifications of Candidates

• Must be a bona fide student of the university
• Must have a general weighted average of at least 2.5
• Must have no disciplinary record
• Must be enrolled with regular academic load
• Must not be an officer of any political party

Section 3. Election Process

• Filing of candidacy
• Campaign period
• Election proper
• Proclamation of winners

Section 4. Vacancy

In case of vacancy, the position shall be filled through a special election or appointment as provided in the by-laws, except for the position of President which shall be assumed by the Vice President.

Section 5. Term Limits

No officer shall serve in the same position for more than two (2) consecutive terms.

Section 1. Regular Meetings

The Executive Board shall meet at least twice a month during the academic year. The schedule shall be determined at the beginning of each semester.

Section 2. Special Meetings

Special meetings may be called by the President or upon written request of at least three (3) members of the Executive Board, with at least 24 hours notice to all members.

Section 3. Quorum

A majority (50% + 1) of the total number of Executive Board members shall constitute a quorum for the transaction of business.

Section 4. General Assembly

• Shall be held at least once per semester
• All students are encouraged to attend
• Serves as a forum for student concerns
• Presents accomplishment reports

Section 5. Committee Meetings

Standing committees shall meet as often as necessary to fulfill their functions and responsibilities.

Section 1. Sources of Funds

• Student council fees
• Fund-raising activities
• Donations and grants
• Income from USC projects

Section 2. Budget Preparation

The Treasurer, in coordination with the Finance Committee, shall prepare an annual budget to be approved by the Executive Board at the beginning of each academic year.

Section 3. Disbursement of Funds

• All disbursements must be supported by proper documentation
• Requires approval of the President and Treasurer
• Subject to university accounting procedures
• Must be within approved budget allocations

Section 4. Financial Reports

• Monthly financial statements
• Semestral financial reports
• Annual financial report
• Special reports as required

Section 5. Audit

All financial transactions shall be subject to regular audit by the Auditor and may be examined by authorized university officials.

Section 1. Proposal of Amendments

Amendments to this Constitution may be proposed by:

• Two-thirds (2/3) vote of the Executive Board
• Written petition of at least ten percent (10%) of the student body

Section 2. Ratification

• Proposed amendments shall be published for at least two (2) weeks before ratification
• Ratification requires majority vote of the student body in a referendum
• At least thirty percent (30%) of the student body must participate in the referendum

Section 3. Implementation

Approved amendments shall take effect immediately upon ratification unless otherwise specified in the amendment.

Section 4. Review

This Constitution shall be reviewed every three (3) years to ensure its relevance and effectiveness.

Section 1. Effectivity

This Constitution shall take effect immediately upon ratification by majority of the students who voted in a plebiscite called for the purpose, provided that at least thirty percent (30%) of the total student population participated in the said plebiscite.

Section 2. Repealing Clause

All previous constitutions, rules, and regulations inconsistent with this Constitution are hereby repealed or modified accordingly.

Section 3. Separability Clause

If any provision of this Constitution is declared invalid, the remainder shall not be affected thereby and shall continue to be in full force and effect.

Section 4. Transitory Provisions

The incumbent officers shall continue to serve until their terms expire or until their successors have been duly elected and qualified under this Constitution.
